Russian Electronics Industry Confronts Localization Challenges

Russian printed circuit board (PCB) manufacturers have appealed to the Ministry of Industry and Trade of the Russian Federation, requesting a softening of product localization requirements. This plea stems from a severe shortage of domestic raw materials, which poses significant risks to production schedules, particularly during the critical fourth quarter peak season for the industry.

Localization Impact on Production and Costs

According to manufacturers, a mandatory shift to Russian-made raw materials could not only disrupt delivery timelines but also inflate material costs by two to eight times. This situation threatens the competitiveness of domestic products and the stability of the manufacturing process.

Minpromtorg Initiatives and Technological Gaps

Concurrently, the Russian Ministry of Industry and Trade (Minpromtorg) is actively promoting measures to stimulate demand for domestic equipment. Amendments to a government decree include a requirement for the localization of equipment, components, and materials essential for PCB production. This initiative aims to foster the development of a national manufacturing base. However, experts interviewed by Kommersant highlight a critical gap: Russia currently lacks the necessary technologies for producing high-precision printed circuit boards, presenting a substantial technological hurdle to achieving full localization.
